End-of-Life Planning Information for People on PWD

Planning for the end of life can be difficult, but having the right information can help. This guide includes details about financial supports and services that may be available to people on Persons with Disabilities (PWD) assistance and their families.

1. Death Benefit Through Service Canada

The Canada Pension Plan (CPP) Death Benefit is a one-time payment to help with funeral costs. Service Canada and the Ministry of Social Development and Poverty Reduction (MSDPR) will work together to arrange this payment when needed.

2. Assistance With Funeral Costs

The BC Ministry of Social Development and Poverty Reduction (MSDPR) has a **burials program to help with funeral costs. This program is income and asset-tested, which means eligibility depends on financial need.

To apply, someone must:

– Notify MSDPR after the person has passed away.
– Request a call back through My Self Serve or contact the Community Integration Services (CIS) team for support.

A social worker may also have advice about available funeral services.

For more details, you can read the Ministry Assistance with Funeral Costs brochure.

3. Housing Stability for Surviving Partners

After someone passes away, their surviving partner may be eligible for extra help with housing. The Housing Stability Supplement can help cover rent for a two-person family for a few months during the transition.

4. Survivor’s Benefits Through CPP

If the person who passed away contributed to the Canada Pension Plan (CPP), their surviving partner may qualify for a monthly Survivor’s Pension.

This provides financial support for the partner of a deceased CPP contributor.

5. Funeral Cost Coverage in BC

The Province of British Columbia covers certain funeral costs for those who qualify. This may include:

– Funeral provider’s basic service fee (up to $1,285)
– Other necessary items or services (up to $815)
– Transportation
– Cremation and urn

Through our advocacy work, we have been supporting a self-advocate in gathering information from MSDPR and Service Canada about  funeral service access, survivor benefits, and home supports for surviving partners. This guide includes what we have learned so far.
