
PLAN is very happy to share some encouraging news from the Province of British Columbia. Starting December 1, 2025, couples where both partners receive disability assistance will no longer receive less money simply because they are in a relationship. For many years, this rule created unnecessary worry and made life harder for people who just wanted to be together.
Families at PLAN have talked openly about the stress this caused. One couple shared that they delayed moving in together for a long time because they feared losing support. Their love and commitment were strong, but the system put them in an impossible place. This change finally removes that barrier and allows couples to make decisions based on what is best for their lives—not what is required to keep their income.
Beginning in December, couples where both partners receive PWD will get the same total amount they would have received as two single people. A second supportive change begins on January 1, 2026. Couples and families where only one partner has the PWD designation will be able to earn more money before it affects their benefits. Their Annual Earnings Exemption will increase from $19,440 to $23,400. More than 10,000 families will be supported by these improvements.
This progress reflects the leadership of self-advocates who have spoken up for many years about the harm caused by the previous rules. Their stories, clarity, and courage helped show exactly what needed to change. PLAN recognizes their work, and the efforts of families, community partners, and government staff who listened and collaborated. This is a real example of how change happens when people work together.
This change also supports something PLAN has always believed: relationships are essential to a good life. When people are able to choose their partners, build a home, and make decisions based on love—not fear of losing income—it strengthens wellbeing, security, and community. Removing this penalty sends a clear message that belonging matters, and that people with disabilities should be free to build the relationships that sustain them.
There is still more work ahead. Benefit rates remain too low compared to the cost of living. Many families face challenges with housing, employment, and long-term financial planning. PLAN will continue to support solutions that build dignity and stability, and will keep partnering with families, government, and community to improve supports in a constructive and hopeful way.
